setcentrum:  What is surprising: if the video is given for inspection  - then both are guilty, since the author was speeding and didn’t make sure that the lane was free etc.Вот что удивительно: если видео передадут на разбор – будет обоюдка, т.к. автор не соблюдал скоростной режим, не убедился что ему уступают и т.д.

And the other participant didn’t ensure the safety of his maneuver (“cut in”), even if there was car from behind which reduced the visibility when it turned into the “pocket”.А второй участник не убедился в безопасности перестроения (‘подрезал’), пусть даже ему объективно уменьшал обзор автомобиль сзади, поворачивающий в карман.

If the video is not analysed – then it’s classic “cutting in” and the front car will be blamed, one can hear the author’s screeching tires – so there will be the track of braking. About the speed they will forget and not even mention. Если же видео на разбор не попадет – классический ‘подрезал’, виноват кто спереди, у автора слышен визг шин, а значит будет тормозной след. Про скорость можно умолчать или не вспомнить.
